Constitutional Development (1773–1950)
CGPSC Polity notes: Company rule Acts, Crown rule Acts (1858–1947), the Government of India Act 1935 and the Constituent Assembly, with Chhattisgarh's members.
Chapter Overview
The Constitution of India did not begin in 1946. For 177 years, from the Regulating Act of 1773 to the commencement of the Constitution on 26 January 1950, a series of British Acts built up the offices, institutions and ideas that the Constituent Assembly (संविधान सभा) later reshaped. This constitutional development (संवैधानिक विकास) is a standard source of “which Act first did what” MCQs in Prelims and of analytical questions in Mains GS-I.
What You’ll Learn
By the end of this chapter, you will be able to:
- Name what each Company-era Act did, from the Regulating Act (1773) to the last Charter Act (1853)
- Trace the shift from Company to Crown (1858) and the slow entry of Indians into the councils (1861, 1892, 1909)
- Explain dyarchy (1919), provincial autonomy (1935) and why the 1935 Act is called the blueprint of our Constitution
- List the provisions of the Indian Independence Act, 1947
- Recall the composition, committees, key dates and numbers of the Constituent Assembly
- Name the Constituent Assembly members from the Chhattisgarh region and their contributions
- Write a balanced Mains answer on whether the Assembly was representative and sovereign

- British Expansion in India: how the Company became a ruling power

| Prelims P-I (Part 1, India GS) | Fact-based MCQs: “which Act introduced X”, Governor-General vs Viceroy, separate electorate, dyarchy, 1935 Act provisions, Constituent Assembly dates, committee chairmen and numbers. Statement-based and match-the-following formats are common |
| Mains P-III (GS-I), Constitution section | Short answers (dyarchy, Objectives Resolution, Charter Act 1853) and longer answers (1935 Act as blueprint, was the Constituent Assembly representative, evolution of the legislature or civil services) |
- High-yield: Regulating Act 1773; Charter Acts 1833 and 1853; Indian Councils Act 1909; dyarchy (1919); the 1935 Act (lists 59/54/36, provincial autonomy, six bicameral provinces); Indian Independence Act; Constituent Assembly dates and committee chairmen.
- Common mistakes: Warren Hastings as “first Governor-General of India” (he was of Bengal); “1935 federation came into being” (it never did); “Assembly members were directly elected” (indirect).
